ASSESSMENT (FCA) TEST

The Firefighter Candidate Assessment (FCA) is a required, 4-hour, computer-based test that is one of the initial steps in the City of Los Angeles Firefighter selection process. The FCA evaluates your general aptitude, including your ability to quickly learn new material, reason, comprehend written and audio information, and perform basic arithmetic. 

IMPORTANT REGISTRATION INFORMATION:
  • YOU MUST USE YOUR EMAIL ADDRESS AS YOUR USERNAME.
  • THE EMAIL ADDRESS/USERNAME MUST be the same as  EMAIL ADDRESS USED TO SUBMIT your Firefighter APPLICATION.
  • FAILURE TO DO SO MAY IMPACT YOUR RESULTS.

FCA registration is open from March 3 through April 30. You’ll have until May 28 to complete the exam. Registration submitted after April 30 will not be accepted.

Test Scheduling Procedure

Before you schedule online, please be sure you read and understand the instructions below.

You need to arrive at the test center thirty (30) minutes prior to the beginning of your test appointment to allow time for the check-in process. If you are more than fifteen (15) minutes late for your scheduled appointment, you will not be permitted to test. Please be sure to take care of any personal needs before appointment check-in.

Identification

Upon arrival, you will be required to present one official, valid piece of identification that meets the following requirements:

  • The ID must be issued by Federal or State Government and must be a Driver's License, U.S. State Issued ID Card, U.S. Passport, U.S. Military ID, U.S. Resident Card/Green Card, U.S. Employment Authorization/Document, U.S. Government issued Visa, U.S. Territory ID (e.g., Puerto Rico, Guam, etc.)
  • The ID must bear a PHOTO.
  • The ID must be original. No photocopies or faxes will be accepted.
  • The ID must also be current and legible. Current ID is only valid through the expiration date printed on it.
  • The ID must contain an identical name when compared with the name listed on this scheduling site.

If you arrive at the test center without an ID that meets the above requirements, you will not be permitted to test. You may only cancel or reschedule your appointment up to 24 hours before your scheduled appointment. To cancel and reschedule your appointment, click the following link:

Cancel/Reschedule

You may only cancel or reschedule your appointment up to twenty-four (24) hours before your scheduled appointment. To cancel and reschedule your appointment, log onto the assessment site and click on the appointment date/time link. Failure to cancel/reschedule within this time frame will prevent you from rescheduling your exam.

If you fail to attend your scheduled appointment, a "No Show" outcome will be recorded. If you wish to schedule, you will be required to pay the registration fee again.

Conduct

You will not be permitted to take any personal items into the testing room. Please do not bring any unnecessary personal items to your assessment appointment as storage may not be available. We also ask that you do not have anyone accompany you into the test facility as there is not adequate space for visitors.

Cheating is prohibited during all Proctored Assessments. Any attempt to copy and/or distribute test information, and/or attempt to get test answers from the internet, software programs, hard copy materials, other test takers, etc. is strictly prohibited.

It will be considered a breach in testing policy if you possess any documents and/or electronic devices (including cell phones) or access a non-testing website while inside the testing room. Any breach in testing policies may result in your immediate dismissal. Your test materials will be collected, you will not be permitted to complete your exam, and you will be instructed to leave the test center at that time.

Application Process

The FCA Fee Waiver Application must be submitted during the FCA registration window,which is the same as the application window.

Financial hardship should not prevent anyone from attempting the Firefighter Candidate Assessment (FCA). PSI, in coordination with the City of Los Angeles Personnel Department, is waiving FCA registration fee for individuals who demonstrate a financial hardship. If you believe you may qualify for a fee waiver due to financial hardship, please review the information below.

To apply for an FCA Fee Waiver with the City of Los Angeles Personnel Department, please follow the steps:

Review Eligibilty

If you receive any of the benefits listed below, you will be required to provide supporting documentation dated in the last 60 days from any one of these issuing agencies verifying that you receive benefits.

  • Supplemental Security Income (SSI)
  • Temporary Assistance for Needy Families (TANF)
  • State Supplemental Payments (SSP)
  • California Work Opportunity and Responsibility to Kids (CalWORKs)
  • General Assistance (GA) or General Relief (GR)
  • Publicly subsidized full medical coverage (Medi-Cal)
  • CAL Fresh Housing Choice Voucher Program (must provide a copy of the housing assistance payments (HAP) contract). 

If you do not receive any of the benefits listed above, your income eligibility can be determined by your household income. Please review the eligibility requirements outlined on the Fee Waiver form and submit the required supporting documents to FCAFeeWaiverApp@lacity.org

If you’re unable to download the application, you may print the form, fill it out by hand, then scan and email it back to  FCAFeeWaiverApp@lacity.org. Deadline

The deadline to register for the FCA and submit a Fee Waiver form is April 30. Late submissions will not be accepted. Review your responses to the information on the application for accuracy. Once you are sure all the information is correct and complete, print your name, sign, and date the FCA Fee Waiver Application.

Documentation

You must provide supporting documentation that confirms your eligibility for the fee waiver. The accepted documents include:

  • Documents from the organizations identified on the waiver and listed above.
  • Household Income. Provide a copy of your completed federal income tax (Form 1040) from the most recent tax year.

Once you have completed and signed the FCA Fee Waiver Application, and have provided the supporting documentation that verifies your eligibility, scan the application and supporting documents and email them to FCAFeeWaiverApp@lacity.org. Q. What is the FCA Fee Waiver?

A. The FCA Fee Waiver allows those who meet financial eligibility requirements to waive the $76 registration fee for the Firefighter Candidate Assessment (FCA) administered by PSI.

Q. How long will it take to verify my eligibility for a fee waiver?

A. If the scanned copies of the application and supporting documentation are legible; the FCA has been fully completed and signed; the eligibility documentation clearly supports your eligibility for the waiver; and you respond in a timely manner to any questions the Fee Waiver Application Analyst has for you (either via email or phone), then your eligibility determination may be completed within five (5) business days.

When scheduling the FCA, please take into consideration the time required to process the FCA Fee Waiver Application.

Q. How is eligibility for the fee waiver determined?

A. If you receive the benefits identified in Section 1 of the FCA Fee Waiver Application (e.g., SSI, TANF, Medi-Cal, CAL Fresh), or if your household income meets the Federal Poverty Guideline for identified on the FCA Fee Waiver Application, then you may be eligible for an FCA fee waiver.

You must complete the FCA Fee Waiver Application and submit it as indicated on the job bulletin. In addition, you must verify your eligibility for the fee waiver by providing supporting documentation as indicated on the FCA Fee Waiver Application.

  • Complete the Fee Waiver application.
  • Gather all required documents to verify your eligibility.
  • Scan your completed, signed form and email it to FCAFeeWaiverApp@lacity.org

Q. How will I be notified whether my fee waiver has been approved?

A. The Fee Waiver Application Analyst will notify you by email regarding your eligibility. If you have been approved for a fee waiver, you will receive detailed instruction regarding registering for the FCA on the PSI website. In addition, a representative from PSI may contact you directly to assist you with your online FCA registration.

Q. What if I already paid for the FCA, but I qualify for a fee waiver, can I receive reimbursement?

A. If you schedule and pay for the FCA before a fee waiver application has been submitted or before an eligibility determination has been made, you may still be eligible for a fee waiver and reimbursement through PSI. However, you must submit the FCA Fee Waiver Application before the FCA registration period ends on April 30, 2026. Reimbursement will be made to the account charged for the FCA registration fee.
